Scope over Interactions: A PSP agreement may specify that it is in force for all digital interactions, including email, call-ins that result in digital information, and the like.  

The Server PUID number is the agreement number that may be referenced in the alternative mode of interaction to invoke the agreement.  

The existing P3P specification seems to provide no such means for invoking agreements beyond the current HTTP session.
